Porting international number out of RingCentral to an international provider

We purchased several international numbers to cover calls coming from Mexico, and now we would like to port one of them out to our new provider Alestra, in Mexico. When we attempt to create the porting letter, only the domestic numbers are listed. Is it possible to port out an international number?
