Constant inbound calls but can't hear the caller

Five to ten times a day we receive inbound phone calls but no one answers on the other end. The caller ID numbers are always different. If we deny the call, it immediately rings again, up to ten times. If we call the number later we get a busy signal.

This is not a type developer developer question. Though, I could say that they are robot calls to any number. I myself get those very often and I never pick up the call just be cause all they want is to verify the phone number.
