What does it mean when we have this error pop up, "User RMVD"?
@Shon Rought It may be "User Removed".

Hi @Garyn, are you not able to call out or does it have a dial tone?
There is a dial tone and I get a voice message saying "We are sorry but you must restart your phone before you can use it. Please unplug your phone from power, plug it back in again and wait at least 30 seconds before placing a call." Restarting gives the same result over and over.
I solved this by making sure:
1) The device is assigned to a user
2) The user has an ACTIVE account
3) The network port that the device is plugged into is active.
