Unable to Uninstall Ringcentral Phone

My end users are unable to uninstall the soon to be deprecated RC phone app. This is on Windows 10. All users are admins and have privileges to uninstall.

Were you able to resolve this? When starting the RC for Windows Phone app and being prompted to install the latest update (21.2.1), I get the error "The feature you are trying to use is on a network resource that is unavailable."
