Send SMS to an IM chat

Is it possible to send an SMS to an IM chat. I can see chat messages are created via chat ID but what about sending SMS to IM users. Is there an associated number with each user? (I ask as the europe doesnt have SMS API functionality).

What IM chat channel is that? Do you mean the Team Messaging? Whatever it is, there is no direct messaging from SMS to other chat channels.
