I am seeking clear direction on how & what to select to start a High Volume SMS Campaign.

Are you planning to implement your own app? If so, read this dev guide to get started.

But if you are looking for an application to send campaigns, provision a number for High Volume SMS feature and use this RingCentral Labs app.
