Bulk Text Limited to 10

Up to 8 attachments (including images) can be used with a maximum of 1.0 MiB each and 10.0 MiB total.

Have you checked if it is not created as a group? Group SMS is different from Bulk SMS. https://support.ringcentral.com/app/phone/desktop-web/sending-group-text-message-ringcentral-app.html

Comparing the instructions in the article I posted and the one you posted, the instructions are virtually the same other than checking or unchecking the Create Group Text button. I unchecked the button, but I am still limited to 10 numbers.
