Unable to log in to https://app.devtest.ringcentral.com

When I click Sign In for the page https://app.devtest.ringcentral.com/login it spins for a while, then finally lets me enter my credentials. Then it tries to load the page, but keeps spinning again.

I checked the Network log and it is getting a 404 error loading app.config.js with the following details:

Can you clear your browser cookies and caches and retry?

I can login and so far no others report of such a problem today.

I was using Firefox and could not get it to work at all. I tried Chrome and it failed the first time, but the second attempt seems to work.
