Because the number was not provisioned for SMS. It is SMS enabled now. Please retest.
@Phong Vu could you help me as well? I cannot send SMS from my Ring Central phone number is (703) 740-4686
I have the exact same problem as this. However, I show that I have SMS is enabled and provisioned but in my response I still only get CallerId in the features array. @Phong Vu can you please come to my rescue as well?
I believe my account number is 62954216008, account name is Bosso Smart Lighting. The phone number is (385) 474-7856

Your case is different.
It is your production account/number and the number SMS enabled.
The issue could be that you authenticate your app with a user who does not own the SMS feature of that main company number.
With your current account settings, the main company number is handled by the extension 2 (Ext 2) and it could be that you authenticate the app using others extension credentials.
Solution:
Authenticate the app with the user Ext 2.
Or, login the account web service and change the auto-receptionist -> General settings to reassign the main company number to another extension.
I am having the same problem. i checked my sms recipient and it points to my extension, i am the account owner / admin, but i cannot send sms in sandbox mode.
