Would HIPPA setting affect SMS API usage?

If I were to enable the HIPPA compliance setting, would an account's ability to send and receive SMS messages using the Ringcentral Developer API be affected?

Up to 8 attachments (including images) can be used with a maximum of 1.0 MiB each and 10.0 MiB total.

SMS service is now supported for HIPAA accounts with certain limitations about retention - see https://support.ringcentral.com/article/6459.html
