We could use a little more information in an effort to assist you:
1. Are you on Windows or Mac?
2. Which operating system are you using?
3. Which RingCentral Plan and Edition are you using?
4. What happens, if anything, when you try to launch the IVR Visual Editor?
5. Are you getting any error messages? If so, what are they saying?
There are no special tips on how to open it. Mine works just fine (just checked it before responding to you) but there are variables, like the above, which are needed to assist anyone in helping you to trouble shoot this issue.
