Disable User Doesn't STOP Call Forwarding

When you disable a user, it doesn't stop calls forwarded to outside numbers ... we recently had an employee who "quit" and we immediately disabled their RC account.  However, more than a week after, we were told that customers were still calling this person and reaching him on our "sales" cue.  It turns out that a "disabled" user isn't actually disabled.

This appears to be a bug that could have cost our company major money.
