downgrade subscription

Does any one else get a runaround when calling in to downgrade subscription?  First the agent wants to know why and tries to talk you out of it. Then they transfer you.  Then that agent wants to get managerial approval who happens to be at lunch, so they can then call you back.  It's so frustrating!  Why not let us do it ourselves in the billing section in the admin portal?
