Could you provide a few more details? It would greatly help to know what number it is showing as the Caller ID when you call out and what number it should be, as well as what the make/model of phone you are using.

I receive calls from the clients, but I see a caller ID in 9 digits like 3479796088, but I need to see 10 digits 13479796088 with country code. I connected a cloud-based phone system to my account like a device (like a third-party phone).  I talked with their support and the said that you send a caller ID in 9 digit format instead 10.

10 digit caller ID is standard in the US.  Not sure how you are counting 9 digits from 3479796088 but it is 10.

Technically, there is no agreed standard for caller ID digits, but RingCentral does not allow you to manipulate it, so in practice you will always see 10 digits form a US based RingCentral account.
