desktop application box remains static on the screen

hopefully I'm explaining this clearly. I launch the Ring Central Desktop Communication Hub by clicking on the RC icon in the taskbar notification box (next to the time/date in Windows). In the past this Comm Hub would run in the background if another application was dragged over it. Now (recently) it remains static in the foreground. This interrupts my workflow by having to minimize it or close it out completely. I know this wasn't happening in the past, but I don't recall when it began.

Check Settings, General Tab, toward the bottom is a line that says Keep app in foreground.  Make sure this is not selected (should be grayed out)
