Chrome extension will click to dial but not if I scroll down, or in a pop up frame

I'm using SalesforceIQ - click to dial works if I do not scroll down the list of contacts/accounts. It's great, I love being able to click to dial. But the functionality disappears as soon as I scroll down the page. Also it's not available inside of the pop-up frames that appear when I click into an account. 

I imagine these are related issues, and have something to do with click-to-dial not working inside a frame.

I tried to play around to find the right page in Salesforce but could not. If you can capture a screenshot or a short video that will be super helpful. I am sending an email to you so you could reply.
