Bug: Glip compliance exports timestamps

The Glip compliance exports timestamps (created_at, for example) now display the time of the export instead of the time of the post.  This appears to be a bug.  Previously, they displayed a date string (eg "April 4, 2018").  Ideally, they will display the correct timestamp (eg 2018-04-04T12:00:00Z).  There does not appear to be a need to display the time of the export in the report itself.
