Adding Extensions to Call Handling and Forwarding

I'd like to have this function back. The old system used to allow this but I'm unable to add extensions to Call Handling and Forwarding unless the extension is tied to an ip phone. I need to have an extension that forwards to a cell phone so that I can add that extension to the main extension. This would give the person with the cell phone the ability to turn on and off the calls going to their cell phone. Right now, I have their cell number programmed into my main extension and they have no way of turning off the calls coming to their cell phone unless I go in there and manually turn them on and off everyday.
