Admin ability to change employee's availability

As an admin, is there a way that I can change my team's availability? I have someone with the auto-answer set to 0 seconds. I'd really like to disable this feature if that is an option. If not, I'd like to at least be able to change people to "not accepting calls", etc. to give everyone an equal opportunity.
