To make sure I understand, are you using your personal meeting ID?  If you schedule a meeting it will generate a random meeting ID if you do not select to use the personal meeting ID.

If a user needs to create two meetings at the same time, can they create two different meetings by not using the Personal Meeting ID?

In my testing yes, so I believe you can as well, though please test and let me know.  It may depend on your account level if you can do so, though I believe you should be able to have the two meetings and have people join the meetings you have created.  With that said, you would have to have allow "join before the host" for people to join "before" even if you were to never join.

As a side note on the Enable join before host, if the host never joins, will the meeting proceed as usual?  Audio / Video / Screen sharing, just not the ability to control participants?

Note: if you are only able to have one meeting at a time, then once the first meeting is completed anyone can join the second with the other meeting ID to keep it separate.
