Block a number for the entrie company

I am one of 3 Super Admins. I was not the original admin who set up the account. I need to block a number from being able to call any number on my company's account. I have read the few documents I can find with Google regarding blocking numbers. There are tons of results aimed at end users blocking calls to their extension, but very few that deal with a super admin blocking numbers company-wide.These documents only confused me more. 

What I have done is logged in to the Admin Portal, then gone to the call log, found the spam caller, checked the box, and clicked Block. I can't find where to check that the number is actually blocked.

The pages I have found (eg,  https://community.ringcentral.com/ringcentral/topics/unblock-phone-number) that discuss blocking a number company-wide suggest that just being a super admin is not enough. It seems that only the original super admin is really a SUPER admin? Is that true??

I also see mentions of a System Mailbox extension?

suggests that users can unblock a number that should be blocked?

You need to do all GLOBAL blocking via the "101" extension for this procedure. 

We have several SuperAdmins on our account, but for Global Blocking it must always be done through the original 101 SuperAdmin account.
