Block recording downloads when HIPAA is enabled

My company operates under HIPAA regulations. We need to record calls to quality check our agents and make sure details were not missed, but I really don't want these recordings to be downloadable. I would like the ability to block the downloading of recordings, but allow them to be streamed from the call log. I think that this should be the default when HIPAA settings are enabled, but should ultimately be controlled by roles.

I agree with not being able to download recordings when HIPAA is enabled, but I also think that streaming should also be disabled.   If a user can listen to a recording at all, then they can easily record and save it on any device they are listening on.   

Also agree that this should be controlled by roles, but if a role is setup as management and we want to enable recording listening, then these users only would be able to download and stream all call recordings.
