Is there such a functionality in the RC system where we can have the calls routed to another group, such as group B, if all users in group A do not answer within 2 minutes?

The answer is NO!

A call comes to Group A and is not answer, after 3 miniatures or 12 Rings (as default). The call goes direct to Voice mail.
You can see the settings at the image attached

The main idea is, non-answer the calls can be redirected to another group.
