Configure Jitter buffer Ringcentral app

I would like to be able to configure the jitter buffer in the Desktop App. This does not appear to be a setting that is configurable.

I have a very solid network connection with low latency and was curious to try tweaking this value to improve end-to-end call latency, which currently i'd describe as adequate, like a cell phone, but isn't as "quick" as a POTS landline.

There is no such setting, but the desktop app uses OPUS and should sound as good or significantly better than a landline call assuming your network really is solid from end point to RingCentral.  The lowest common denominator applies with calls so, if you call a mobile (usually a unique codec deigned to enhance speech and low bitrate) or a landline (64Kbs) it will sound that good.  If you call another RingCentral user it can sound very good and use bitrates up to 510Kbs.

I would run the RingCentral quality and capacity tests and see what results you get.

Since you sound like you have some knowledge of the subject I will also add that I can't think of or recall seeing a modern soft phones that have this option.  The RingCentral phone probably has a dynamic jitter buffer mechanism.
