Direct Lines needed for Desktop App Users but not Mobile App users?

We have created 150+ extensions with RingCentral and started mass deploying the RingCentral for Windows Applications. We were under the impression we could call out with these extensions or call other users in the company directory, but just found out that each one of these extensions will need a direct line to accomplish this.

If a user uses the RC application on their smartphone, they can make the call without issue (it is not using the phone's service.) This makes absolutely no sense (except from a RingCentral Profitability standpoint @ $44.99 a line.)

Hopefully I'm confused and missing something relating to using a Line Pool or something but I doubt that.

To make a direct outbound call from the Desktop App, a full digital line is needed.  Otherwise the user will need to use RingOut.
