Emergency Alerts for Users

I currently have a 1-800# in Ring Central with different extensions for each of my offices. Employees can call this number to find out about the state of their office (ex. "The office is flooded - do not attend work today") need a way for my employees to call into Ring Central and acknowledge they are ok after a evacuation of the building or some kind of other disaster. Is there a way they could punch in their employee number which would then create a report which could be compared against a list of employees?

The best option here is to setup an Announcement Only Ext. The ADMIN can record the message with the emergency weather closure and the employees can call that ext and get the update.  But the Admin will have to keep this updated.

Is there a way to send a system wide alert to the office or by groups?
Maybe an alert sound like the Star Trek warning sound, or a message?

This would be used in an emergency situation like fire, angry customer, etc ...
