fax out not working

Just keeps loading, refreshing restarting computer, nothing helps.

Make sure your you have upgraded to the latest version of your softphone.

Softphone? I don't have a phone. I'm just trying to fax. 
Why do I have to make sure of anything? 
I pay for a service and I should be able to use it. 
If an upgrade is needed, I should of been notified before I had a deadline! 
Please explain in more detail what a "soft phone" is ... I use a computer with no phone and just pay for faxing services ... I put in an urgent ticket and almost 24 hours later nobody has gotten back to me. That's not a very urgent response!

And it's sad when I can go on a forum and get a response (though not a detailed or a helpful one) from an official rep, but I put in an urgent ticket and I get no response. Either way, it's bad service. And this is the second time in a month that I've had issues. I get issues happen, but when they happen that often and are handled that poorly, that's when I take notice ... and I'm sure I'm not the only one.

I am sorry you have not been responded to by support.  If you have the case I will look into.  As far as softphone, there are 4 different ways to fax out and you can find all those details at http://www.ringcentral.com/fax/features/how-it-works.html

My ticket reference # is: 02737429
I got a confirmation email saying someone would contact me within 24 hours (how is that urgent??). It's been 27 hours and I have yet to hear from anyone. 

I have never downloaded anything. I log onto RingCentral and use their website to fax out. I've been doing this for months. Why am I having an issue now? If I am logging onto RingCentrals website what else is there for me to do?????
