I would assume you want to route incoming calls to different call-queues or extensions, based on the incoming phone number area-code - correct?  If any area-code is used in more than one state, then obviously this will not be 100%, but it will be fairly accurate for most calls.
Correct,  identify based on incoming call area code and route to a list of agents that can take that call.

We did some testing and this can be setup with custom rules.  When you setup a custom rule, select the caller-id option and then just enter the country code and area code, without entering the rest of the number.  (eg:   1780 ).   This will route all calls from that area code to whatever extension you forward it to.
