Forward call to a Call Queue

Our company has multiple location, each with a receptionist.  What we need to happen is if the primary receptionist at a location cannot take the call after 60 seconds then the call would be forwarded to a call queue with the receptionists for the other locations so that the call can be answered in a timely manner.
I don't understand why forwarding to a call queue is not part of this software?  Call queues have their own extension number.  This just seems like basic functionality to me.

Great, this is exactly what i needed.  Your support people told me that this was not possible?  How is it they don't know about this?

Now if we can the other way around too it would be great.  Call queue overflow to extension or auto attendant.
