Function to Ask and Record Caller Name?

I remember a few years ago I was using some phone service (I think it was one of the wireless carriers) and they had a feature where if the Caller ID was missing, "Private/Blocked", or just a phone number, you had the option to answer the call and prompt the caller to say their name then it would ring the phone and when answered announce the caller's name and ask if you want to accept the call or not (send to voicemail.)

I guess this would most appropriately be a feature that would be part of RingCentral's "Auto Attendant" feature. But from the looks of the information I read about it, it can't pull this off. So does anyone know if this is possible in RingCentral or a similar other service?
