Getting the Desk top phones to operate

On my desk top phone i have a dialtone....when I dial a number a recording tells me to unplug my phone and wait 30 seconds...I do that and upon dialing again I get the same message. Who can I call for help? What do I do?

When reporting this type of issue, in order to get the most useful response, include the Model and MFR of the phone - folks in the forum cannot see this info without you including it.
