How do we add a billing user or technical user with out adding them as a RC user on our account?

I think this will work but i haven't tested it. ..Create a new user without a number (free)
Edit that user and put in the phone number for that person. 
Create a group called billingput your people in that group. i think it will allow you to add the user we just added.

Hey Matt, what is the purpose of this User? You can create a User without a Phone and they will not have any type of phone calling/receiving capabilities.

It sounds like you want to create a Virtual user. This would still be an RC user, but they would have login only access. If the user does not have a phone number, and does not make or recieve calls, they would not be billed. 

To do this go to Users > Unassigned Extensions > +Add user... 
once inside, create the user without a phone number by selecting "Add users without phones" and leave the state and area code blank. 

This will create a user with cost 0.00.

Once you activate the user, you can select whichever role you wish to assign them - such as Billing Admin, or Super Admin. Once they activate, they will then have access to the web portal, with whichever access level is granted by their role.
