How to get rid of error message when starting a new case?

I can't log in to start a case. I keep getting REGISTRATION_HANDLER_ERROR. I am having issues with the phone app and I cannot log in.

I have not. Every time I have tried to log in to open a case this message pops up. Could you please have direct link so I can open up a case? I want to be able to reroute my extension 109 to my app.
