How to route Main Number to desktop phones, cellphones, at different times.

We are a small business that has 2 users.  We have 3 numbers; main #, user1# and user2#.  Each user has a desktop phone.  We are confused on how to setup correctly.

During Business Hour
Main# --> Play message while ringing both Desktop Phones --> NO answer try user2 cellphone--> User2 Voicemail

After Hours
Main# -->Voicemail message --> User2 voicemail.

What is the optimal way to set this up?
