IVR: unable to create IVR -no IVR option

I have set up an IVR previously.

I noticed that my interface has changed, it looks like it was upgraded. Then I noticed that my IVR settings are lost. My Auto Receptionist option don't have the option to switch to single or multi IVR. Then when I try to add groups, there is no option to add IVR.

Hello Cef Dela Cruz,  

The Multi-level IVR feature is available to RingCentral Office Premium and Ultimate customers in the US and Canada.   It looks like this account is an "Office Standard" plan. 

You may want to speak with your account manager to discuss changing plans if this is a critical feature.
