I know a Salesforce activity is generated when someone calls my number, which works great. Can I also automatically generate a Salesforce case when someone calls or texts my Ring Central number?

I don't believe we have the capability for creating a new case for text messages. However, check out this document our Integrations Team has regarding case creation for new calls/emails.
