IVR: Enable message routing options for IVR numbers

Currently if an SMS or Fax is direct to an IVR number, the message is routed to the Receptionist account.  This means that one person has to file away all faxes to IVRs for the company, and the problem will get worse when we implement SMS integration to Salesforce.

Please add the standard Messages and Notifications options for IVRs.
