No answer-IVR

I would like to be able to have a non-answered call go to an IVR as opposed to voicemail.  how can this be accomplished?  To clarify,  I want EXT 201 to go to IVR 1001 if there is no answer, instead of the voicemail.

Could you provide an example of how you would expect the call to flow?

For instance, call comes into a user's extension and instead of leaving a voicemail on the extension it goes to an IVR.
