Two Things To Try:::
1. Doublecheck by logging into Service Web on the extension with this issue and review if the Voicemail box has more than 200 saved messages, we have had this happen on our account with the box has never been cleaned out. Delete the old messages. VM Capacity is 200 messages as far as I am aware.
2. Delete the user, (not the phone line) and re-create the user and see if this restores normal behavior to the device.
After trying these both, if that doesn't fix it, I would suggest opening a Support Ticket at RC
