Expand Admin Features - Phone template Needed

Two part request:

1)  I would like a feature in the templates to be able to push out phone settings to users (like programming soft buttons from the presence setup screens).

2)  We NEED the ability to push out custom phone templates for our phones.  For example, in our company we DO NOT EVER want any users to use the DND button - so we want that removed.  Currently we'd have to log into each phone's UI, one at a time, and disable it - but - the moment the phones reboot - they get a new config file from ring central that overwrites the changes we make locally (or so we've been told by tech support).  So we need a way to push out to all phones AND KEEP the settings for things like removing the DND button - disabling in-call call waiting beeps, change ringers, set ring volumes (these are just some examples) etc.. etc... To do this manually for 30 phones is silly and VERY time consuming - but to have what we do get overwritten would be worse.
