Physical Phones should be able to be added to the system without the need to have an active line at hand! I have worked with multiple phones systems in the past, and all of them allowed admins to add devices by using MAC or Serial number to the system without the need to have an active line in hand. This allowed admin to manage devices and assign them as needed. With RingCentral that's not the case!! Please add the capability to the system to do so.
