Scroll Bar for Long Messages (SMS) Desktop application

When enough text messages exist in a particular text conversation, the text message window will have a scrollbar. However, the scrollbar is not functioning correctly on my installation. Specifically, I cannot use the mouse to scroll the window with any known method. When I hover the mouse over the scrollbar, the scrollbar will become visible, but when I click on the scrollbar to scroll, nothing happens. I have tried both clicking outside of the bar, and clicking and dragging the bar. I did not click the up and down arrows at the end of the bar, because it appears that your scrollbar component does not include visual up and down arrows at its top and bottom endpoints. Due to the mouse scrolling bug, the only way I have of scrolling a text conversation is by either pressing the keyboard arrow keys, or pressing the page up and page down keys. 

Update: I discovered that I can also scroll by clicking and dragging the text messages area itself. This would be normal behavior -if- the program was running on a touch device such as a cell phone or a tablet, (or possibly even on a PC equipped with a touch screen), but it is not normal on a desktop system using a regular mouse. A previous copy of this case was closed because the person thought that by mentioning this, I was describing normal behavior. Since I am running on a desktop machine, it's not the normal way to scroll (or easy to use). The scrollbar should work. From a programmers perspective, I'm thinking that the RingCentral software may have mistakenly switched it's GUI components behaviors to "touch mode" on my machine. 

Steps to reproduce: 
-Install RingCentral for Windows on Windows 8.1 professional. 
-Create a text conversation that contains more than one page of text. 
-Attempt to scroll up or down with that conversation using the mouse.
