Setting up Voicemail to connect to an emergency line

I have had so many difficulties trying to set up something so simple. I just need the main line people call to have an option to press key 2 in order to be directed to our emergency line. 
Can someone please assist? I have looked over every article and nothing is working when we call the main number. Its letting us leave voicemails but not giving us the prompts to press now.

Record an introductory greeting (User Greeting in the portal setttings) on your main line that explains to press 2 for the emergency line.  Create a Call Queue (Phone System > Groups > Call Queues) with an extension of 2 and in the queue members list, add the extension(s) you want to ring when someone presses 2.
