Transfer Calls to Mobile Devices Issue!

Hoping someone will help asap! My issue: I own an emergency service company that runs 24/7. We have an 800 emergency service phone numbers customers call which is forwarded to Non-Ring Central mobile phones in the field. We have the calls rings all devices at the same time. The problem is, if someone has their cell phone turned off, it will go strait to their voicemail and not ring the other devices. I've worked with call ques and extensions but maybe I'm not doing something right? I need it to ring all devices at same time but if someone has the phone off or it dies, we need it to still ring the other devices. Please advise. I assume we would have to do this through the app with separate logins? Thank you.
