URL call is disabled

Whenever user presses the Line 1 button on his desktop phone, he gets a "URL call is disabled" message on his screen. Does anyone know how to troubleshoot this issue?

i have seen that a couple of times. If i recall correctly, i did two things. not sure which worked officially. 
1. unplug the phone from the ethernet cable and power. Give it about 10 minutes the plug it back in. 2. if you can, take it to another office or home, plug it in there and see if it works.

Power cycling the phone usually resolves the issue for me.
