User notifications - "On-Call"

For call queue members who are part of an "on-call" rotation, it would be great if they could receive a notification/alert on their device to indicate "You are now on-call" or "You are no longer on-call".  For businesses with after hours service this would help remind users they need to be available to fulfill on-call duties before the first call comes in.
