I go into User Details for that extension and disable it.

Thanks, what about the phone assignment then? Does this stop this account from being billed to us?

No.  You'll need to reach out to support to have them de-provision phone and remove the billing. Assuming you are not under a contract term.

We rename the User account,   Reassign the phone to a new phone# (non-public# and change the user access to portal password to a secure password known only to IT Dept. and the PIN  also only known to the IT dept. and the recovery Question and Answer also known only to the IT Dept.

These are steps to allow you or your designated RingCentral Admin to reassign the phone once you have a new employee in the position or for another employee in another department as needed without needing to de-provision the phone or needing to contact RingCentral support to do these Admin tasks for you.
