From our testing, you currently cannot set a order preference of which rules are applied before others - a major issue that needs to be enhanced!    Also, recently in the past few months there have been some updates to the rules system and most of the time that you try to create a rule that you want to override an existing rule, it will not let you with a warning message that the your new rule conflicts with other existing rules.  This helps with knowing which rules will be applied, but does forces us to create rules that we cannot activate until we deactive any other rules that it will be in conflict with.

Providing an "rules order" for which rules are applied first would resolve these issues.  IE. we could set holiday type rules with a top priority to apply first and override any normal rules without having to deactivate them.

Spoke with the help desk and they showed me that if I create a specific date rule (holiday) that it will overwrite the other rules.  I just did it and now shows a proper validation.

I've done that in the past out of desperation.  The first time, I had to replace the primary rule with a rule for one day then change it back.  After playing with the specific date rule, it seemed to work as I intended it to.  Hopefully, it will continue to work that way.
