Why Can't I Block a Contact Who Is a Spammer?

RC seems to assume that if you block someone you don't want to be able to have any information related to the blocked #.  So I can either block a #, and have no idea WHY I blocked them (no name/note next to the blocked #), or add them as a contact (in which case I could add such a note), in which case they cannot be blocked.

These are all poor assumptions.  As an example I just blocked a sales person because they are spamming me with text messages.  Why did I have to delete them as a contact in order to be able to block them.  And now all I see is the blocked #.
