Would like to be able to track how long an extension had been unavailable.

I would like to be able to track how long an extension is marked as unavailable. I would like to be able to get a report on this to tell me when then line was marked unavailable and for how long it was

That is a feature typically found in Call Center packages.  RC does have Call Center package. Reach out to your rep.
